Bank Loan for More than 80% of Appraisal with no PMI and Bank Fraud?

No fraud. It isn't illegal to sell a house for more than the appraised value.. normally the home buyer would see the appraisal or make it a condition on the contract that it appraise for a certain amount. He obviously didn't have a great realtor.. a good one would not have allowed this to happen.
