Was it Jack Black in Seinfeld in"The Strike (Festivus) - The Sleezy Guy's friend Charlie?

The guys name is Colin Malone. His character is named Charlie but IMDB just calls him Sleazy Guy. I know this because I wondered if that was Jack Black myself. He also had a short lived show on Fox called Colin After Dark...I mention this because that's the only place I could find a pic of him and sure enough that's the guy from The Strike who looks like Jack Black.
